BIA BOARD & COMMITTEES

Boards & Committee Mandates

BIA BOARD OF DIRECTORS

Mandate: To promote the area as a desirable business destination and shopping area.

The BIA Board of Directors shall:

  • Develop and strengthen the downtown business community to be a unified body.
  • Maintain and increase awareness of BIA to BIA members and to the public. Organize events and promotions to attract customers to the area.
  • Provide a forum for the deliberation of views and opinions of the BIA members on matters of significance.
  • Manage the funds collected by the Town and be fiscally responsible and financially sustainable in their endeavors.

THE PERSONNEL COMMITTEE

Mandate: To provide ongoing direction, assistance and oversight of BIA staff.

The Personnel Committee shall:

  • Approve expenses in accordance with the financial policies of the BIA.
  • Review employment salary and benefit packages of BIA staff.
  • Deal with any personnel issues as they may arise.
  • Conduct performance evaluations of staff.

DOWNTOWN ENVIRONMENT COMMITTEE

Mandate: Responsible for the beatification of the Downtown Heritage Perth Business Improvement Area.

The Downtown Environment Committee shall:

  • Maintain a dialogue with the Town of Perth and its employees to coordinate and fulfill all necessary duties to maintain a beautiful, clean and safe street scape. 
  • Prepare an annual budget.
  • Prepare and update a five year capital replacement and beautification plan.
  • Assist in the selection of plant material and help determine the location of floral and landscape features downtown.
  • Coordinate the seasonal decorations for downtown (Christmas wreaths, tree lights, barrels and other BIA seasonal projects).
  • Monitor the general appearance of the BIA area including: cleanliness, parking, garbage, buildings and signage.
  • Educate and encourage the BIA members to help them provide access and accessibility.

PROMOTIONS COMMITTEE

Mandate: Promoting downtown Perth as a shopping district and increasing business for the downtown merchants is the core mandate for this Committee.

The Promotions Committee shall:

  • Develop and update a marketing plan that identifies our target market, establishes a consistent BIA brand and message and identifies advertising purchases.
  • Prepare an annual budget.
  • Promote which stores are open for extended hours. Establish cross marketing opportunities for our local businesses.
  • Liaise with other tourism and promotion bodies to keep informed of ongoing initiatives and identify areas of mutual interest.
  • Communication: Create incentives to encourage event visitors to patronize downtown businesses. Publish a newsletter in coordination with the BIA Coordinator. Sponsor informal social meetings with BIA members.
  • Maintain a database of all BIA businesses, including contact information and the nature of their business. This allows us to have a better understanding of our membership and promote them to our visitors

STEWART PARK FESTIVAL COMMITTEE

Mandate: Responsible for the overall organization of the Festival.

The Stewart Park Festival Committee shall:

  • Research and apply for grants to ensure ongoing financial viability.
  • Prepare an annual budget.
  • Make recommendations to the Board regarding Festival Performers.
    Ensure that contracts with performers are executed on the BIA’s standard contract form.
  • Key areas of responsibility for volunteers are: recruitment and coordination, children’s activities, workshops, fundraising, sponsorship, onsite management, vendor market, after hour venues, security, main stage management, website and acoustic management.
  • Please note that the funds for this Committee are raised through grants, donations and generous sponsorship.
